Not in the Act before this amendment: the amending Act inserted the provision.[ACT-TPC-2017-9, PDF page 3, s. 3]
as at 2017-07-01
Inserted: 19A. Tax stamps. (1) A person dealing in goods, whether locally manufactured or imported shall affix a tax stamp on any goods locally manufactured or imported as may be prescribed by the Minister under subsection (3). (2) The Commissioner shall prescribe the manner in which a tax stamp is to be affixed to goods. (3) The Minister shall prescribe, by statutory instrument, the locally manufactured or imported goods on which tax stamps shall be affixed. [s. 19B(1)] (1) A taxpayer who fails to affix a tax stamp on goods prescribed under section 19A (3) is liable to pay a penal tax equivalent to double the tax due on goods or fifty million shillings, whichever is higher.Verified law: Wording or a date read in a statutory text, with the version and page named.[ACT-TPC-2017-9, PDF page 3, s. 3]
Act 9 of 2017 inserted Part VA, Tax Stamps, in force 1 July 2017. The stamps themselves came later, under the Tax Procedures Code (Tax Stamps) Regulations, 2018 and the roll-out from 1 November 2019.
In plain English
Interpretation: A reading of the evidence, by a named source or by this register. Prescribed goods must carry a tax stamp, now digital, so that URA can match what is produced and imported with what is declared.
Reason
a technology solution that was sought to aid the enforcement arm of government administration to mitigate revenue losses and deter existing deficiencies in tracking and tracing of locally manufactured and imported products
Interpretation: A reading of the evidence, by a named source or by this register. [URA-ARR-2223, printed page 51, PDF page 58]
Marked as interpretation: the source states this objective, but either does not tie it to this measure in so many words or is not the Ministry that proposed it.
Policy objective as classified by the register: Compliance. Intended revenue direction: raise.
Revenue
Amendment-level revenue contribution not reliably quantified.
- Rung 1
Observed change
Observed: A value or event as an official source records it, copied without calculation.- Collections for the tax heads affected are drawn on the story page, from URA's annual data books. Before and after is never presented as this amendment's effect.
- Rung 2
Official forecast
Official forecast: What MoFPED or URA said a measure would raise, or why it was made, before the year began.- URA: UGX 150 bn expected in FY2019/20 (Digital Tax Stamps).[URA-ARR-1920, printed page 53, PDF page 60, Annex 3, item A2.0]
- Rung 3
Reported yield
Reported yield: What URA attributes to a measure after the year. An official attribution, not a causal estimate.- URA prints an achievement rate of 0 percent for FY2019/20 but no figure in shillings.[URA-ARR-1920, printed page 53, PDF page 60, Annex 3, item A2.0]
- Rung 4
Static or modelled estimate
Modelled estimate: A mechanical or model calculation, with every assumption shown.Missing. No estimate made. A static estimate needs the taxable base before the change (volumes or values by product), which the register does not hold.
- Rung 5
Causal estimate
Causal estimate: An effect identified by a stated research design against a comparison group.Missing. Pending the author's permission. The author's own Digital Tax Stamp research supports an event study, but it is unpublished and is not used here without that permission.
- Rung 6
Wider impact
Interpretation: A reading of the evidence, by a named source or by this register.- URA's FY2019/20 report cites the delayed implementation of Digital Tax Stamps as a reason the administrative measures fell short, and recommends counting only funded measures with an implementation schedule in targets.[URA-ARR-1920, printed page 44, PDF page 51]
- In FY2020/21 URA's investigations function issued an intelligence brief on the forgery and counterfeiting of digital tax stamps.[URA-ARR-2021, printed page 34, PDF page 40]
What is known, what is uncertain, and what would settle it
- Known: official forecast, reported yield, wider impact.
- Uncertain: static or modelled estimate, causal estimate; and 2 open points below.
- Would settle it: Request to the Clerk to Parliament for certified copies of the Excise Duty, Income Tax, Value Added Tax, Stamp Duty and Tax Procedures Code (Amendment) Acts of 2015 to 2025, with their dates of assent and Gazette notice numbers. Held by Uganda Printing and Publishing Corporation (Uganda Gazette); Parliament of Uganda Library; ULII.
- Would settle it: Request to the Uganda Law Reform Commission for the tables of comparative section numbers accompanying the Revised Laws of Uganda 2023 for Caps 336, 338, 339, 343 and 344. Held by Uganda Law Reform Commission.
- Would settle it: Author's permission to cite the DTS event-study results, or their publication as a working paper. Held by The author (TaxIntellilytics); URA Domestic Taxes Department for the underlying data.

Verified: A source read for the register documents this link.
The provision is read in the ULII consolidated text.
- amendment: verified. The provision is read in the ULII consolidated text.
- mechanism: verified. A change in how tax is assessed or enforced, not in what is owed.
- implementation: verified. Phased in by product group from 1 November 2019.
- response: verified. URA investigated forged and counterfeit stamps.
- outcome: no evidence. No reported yield or estimate.
- wider: no evidence. No source read measures wider effects. No evidence found is not evidence of no effect.
Consequences
Graded against ten criteria. No composite score: a reform that raises money can still be regressive or costly to comply with, and one that loses revenue can serve a legitimate aim. Revenue effectiveness is graded by a stated rule; the rest only where a source speaks to them.
What worked
Implementation quality
URA expected a yield in FY2019/20 and recorded none, citing delay; stamps were then phased in over the following years.[URA-ARR-1920, printed page 44, PDF page 51]
Partially effective
What did not
No criterion graded ineffective or counterproductive on the evidence read.
Open or not evaluated

Later changes, cases and practice
- Observed: A value or event as an official source records it, copied without calculation. Before the stamps reached alcohol producers' factories, URA contracted SICPA to supply the system and the Minister made the Tax Procedures Code (Tax Stamps) Regulations, 2018. The Alcohol Association and 39 producers objected to the cost of the equipment and the factory changes it required, and sought an injunction against the launch set for 1 November 2019. The High Court refused it on 5 November 2019, holding that the public interest outweighed the producers' private interests.[HC-MA-2019-744, printed page 1, 2 and 8 to 10, PDF page 2]
The Tax Lab's model of excise smuggling across Uganda's borders tests whether stamping changed recorded trade: Can the Stamp Cross the Border?
Before the Tribunal and the courts
Alcohol Association of Uganda, Nile Breweries Limited and 38 Others v The Attorney General and Uganda Revenue Authority Miscellaneous Application No. 744 of 2019 (arising out of Miscellaneous Cause No. 398 of 2019), [2019] UGHCCD 220
High Court, Civil Division, 5 November 2019
Temporary injunction refused and the application dismissed with costs. The court held that it should be slow to restrain a public body from doing what the law allows, that regulations in force must be obeyed until declared invalid, and that the public interest in the tax stamp programme outweighed the producers' private interests.

Corrections to this record
- 2026-10-21 Miscellaneous Application No. 744 of 2019 ([2019] UGHCCD 220) read from the author's copy; the case marked read with its holding, sourced, and the record's afterlife extended. The first applicant's name corrected from 'Alcohol Industry Association of Uganda Limited and 39 Others' to 'Alcohol Association of Uganda, Nile Breweries Limited and 38 Others', and the second respondent named. The name had been taken from ULII's index; the ruling itself gives the parties as corrected.
