Every shilling that crossed Uganda's border, FY2024/25

UGX 65,004.11 bn of non-fuel imports from the 50 largest sources; UGX 35,873.31 bn of exports to the 50 largest buyers, FY2024/25.

Uganda bought UGX 65.0 trillion of non-fuel goods from its 50 largest suppliers in FY2024/25 and sold UGX 35.9 trillion to its 50 largest buyers: 1.8 shillings in for every shilling out.

01 Who sells to Uganda

Who sells to Uganda

Tanzania was Uganda's largest source in FY2024/25, at UGX 12,455 bn. Together, Tanzania, China and India supplied 44% of what the 50 largest sources sold.

Each source rises from the globe by what Uganda bought from it. Streams run from it to Uganda, every particle the same fixed sum, so a denser stream is a larger flow. Fuel is not in these tables.

02 Concentration

A few countries carry the ledger

Four countries account for half of the imports from the 50 largest sources; thirteen account for four-fifths.

The sources lift off the globe and line up by size. The black line is the running total; the dashed marks show where it passes half and four-fifths.

03 Who buys from Uganda

Who buys from Uganda

United Arab Emirates bought 34% of what Uganda sold to its 50 largest buyers in FY2024/25, UGX 12,123 bn, 4.5 times as much as Hong Kong, the next largest.

The streams reverse. Each buyer rises by what Uganda sold to it.

04 The ledger balance

The ledger balance

Of the 33 partners in both tables, Uganda sold more than it bought to 14 and bought more than it sold from 19. Across them, it bought UGX 20,971 bn more than it sold.

This covers only the partners listed in both tables of the year. Trade with partners outside either list is not counted, so this is not Uganda's overall trade balance.

Uganda sold more than it bought with Rwanda, Burundi, South Sudan and DR Congo, and bought more than it sold from Kenya and Tanzania.

06 Inward

Inward: who registers, district by district

URA's register held 126,716 presumptive taxpayers in FY2024/25, against 8,820 in FY2015/16; Kampala had the most. These are counts of taxpayers: no official district revenue series is public yet.

The table shows Uganda's 135 districts as drawn in the Uganda Bureau of Statistics' 2018 boundaries (Humanitarian Data Exchange, valid 24 August 2020). The colours are counts URA exported for the Tax Data Observatory: presumptive taxpayers registered, or new taxpayer registrations, by year. 12 newer districts have no row of their own and are hatched.

Data gapsAwaiting official sources

What this ledger would show next, and the source that would unlock it. Nothing below is estimated in the meantime.

Awaiting official source

District revenue. Tax collected by district. URA's exports carry district counts of taxpayers, which chapter six shows, but no district revenue series is public.

Awaiting official source

Fuel imports by country. The country tables cover non-fuel imports only. Fuel imports by origin would complete the inbound ledger.

Awaiting official source

Every partner, every year. The books for FY2018/19 to FY2020/21 print the total of all partners; the later books list the top 50 only, with no grand total.

Awaiting official source

Tax by partner. Each book also prints taxes collected on non-fuel imports by country of origin. They are not yet part of this ledger.

Awaiting official source

The missing books. The FY2019/20 book on file has no readable text, and no FY2021/22 or FY2022/23 book is on file; those years come from later books, and the FY2021/22 export column is misprinted in both books that carry it.

Awaiting official source

FY2025/26. The next data book. This ledger runs to the latest year URA has published.

MethodHow this was made

Sources: the URA Annual Data Books for FY2017/18, FY2018/19, FY2020/21, FY2023/24 and FY2024/25, read on 2026-10-22 by scripts/tax-maps/extract_border_ledger_years.py, which takes every cell from its box on the page. Each year comes from one book, the one published for it where it can be read. Every year whose book prints a sub-total adds up to it, which is tested; two misprints are flagged and not charted: India's FY2016/17 imports (printed 2.73) and the FY2021/22 export column.

Imports are non-fuel imports by country of origin; exports are by country of destination; both are recorded customs values in UGX bn, not tax. Names follow the books, with their varying spellings joined (“DRC” and “Democratic Republic of Congo”, “Swaziland” and “Eswatini”, “Korea” as the Republic of Korea). Bahrain, Hong Kong and Singapore are too small to see at world scale and are drawn as points at their real coordinates. Boundaries are Natural Earth at 1:50m.

On the globe, a country's height is its value; arc thickness grows with the square root of value; each particle stands for a fixed sum stated in the key (UGX 10 bn on desktop, UGX 25 bn on phones). Map colours are six quantile classes whose key shows their real edges.
