Our publishing standard
The rules every work on this site is held to, and how each one is checked. A rule that is not checked is a wish, so each says what checks it.
1.Every figure leads back to its source
Each number names the document it comes from, with the page. In the research works, the printed page itself can be opened beside the figure, and every source file is kept with its address, the date it was read and a sha256 checksum, so anyone can confirm it has not changed. Checked by a source register for each research work, validated by a script before release. Older works name their sources beside each chart.
2.Counts come from code, not from typing
In the research works, a number in the text is computed from the data, and a test recomputes it, including the numbers inside sentences. If the data changes, the test fails before the page can be released. Checked by the test suite (about 600 tests at the last release), run before every release.
3.Every claim says what kind of evidence it rests on
Figures are labelled as observed (published data), modelled (our calculation, with its method) or illustrative (synthetic, to show a method). A change that happened after a reform is not called its effect unless a stated method supports it. We do not publish win rates, influence scores or anything that ranks named people. Checked by the evidence labels on each page and a must-not-say list in each work's audit.
4.What we could not find is said, not hidden
A missing figure is left blank and marked as missing, never shown as zero. Each work lists what it looked for and did not find, and what would change its findings. Checked by each work's method notes and its audit.
5.The law is cited as enacted
Tax law is cited by the Act and section, at a stated version date, from the Act itself or Parliament's own copy. Changes are described as made by the tax amendment Acts. A secondary summary is never treated as the law. Checked by the version date shown beside each provision.
6.Research works pass eight review gates
Each research work moves through a written protocol, an evidence review, the data, the findings, a story plan, the build, an audit and release, and does not pass a gate until it is reviewed. The audit scores the work out of 100 on clarity, data integrity, visuals, interaction, originality, reliability, accessibility and sources; 85 is the pass mark, and the audit lists what remains open. Checked by a dated status record and an audit file for each work.
7.Every work is a citable publication
Major works are numbered in one series, TaxIntellilytics Stories, in the order they were first published (No. 1 to No. 17 so far, the latest on 7 November 2026). Each carries a publication record: its number, the date it was published and last revised, its version, a suggested citation, BibTeX and RIS files for reference managers, and its licence. The same details are written into the page for Google Scholar and reference managers to read. Digital Object Identifiers (DOIs) will be added as works are deposited in an open repository; none is shown until it exists. See the series.
8.Open to reuse
Text, charts and the site's own datasets are published under the Creative Commons Attribution 4.0 International licence (CC BY 4.0): reuse them for any purpose, with credit. Source documents, quoted passages and third-party photographs keep their owners' terms and are credited where they appear. The datasets come with downloads (CSV, and Stata where it helps).
9.Corrections in public
A material error is corrected on the page, with a note of what changed, why and when, and the work's version and revision date are updated in its publication record. To report one, use the link in any publication record or write to walterhillarykaijamahe@gmail.com. See How we work.
10.Independent, and clear about what it is not
TaxIntellilytics Stories is an independent publication. It is not affiliated with, or endorsed by, the Uganda Revenue Authority or any government body. It is built from published sources, each cited where it is used, and gives no tax advice. Anything designed to look like an official item (a stamp, a form, a ledger) says on it that it is not official. Funding and any conflict of interest are disclosed in How we work.
11.Readable by everyone
Pages aim at WCAG 2.2 level AA: controls work from the keyboard and motion stops when your device asks for reduced motion. Research works are tested before release at phone widths down to 280 pixels, with nothing scrolling sideways, and with scripts switched off. Plain English, with units and fiscal years written out (FY2024/25). See Accessibility.
12.Private and secure by default
No cookies, no analytics, no advertising and no trackers (see Privacy). No taxpayer identification numbers or records of named firms are ever used. Every page refuses to be framed by other sites, except the embeds made for that purpose, and the site is reviewed for security and speed; the last review, on 7 November 2026, found and fixed the issues it reports.
